Sindh Accelerates Land Record Digitization to Ensure Transparency and Public Access

KARACHI: The Chief Minister has reviewed the progress of Sindh’s ongoing land record digitization efforts, reaffirming the government’s commitment to enhancing transparency, service delivery, and public accessibility through technology-driven governance.

At the heart of the initiative is the Land Administration & Revenue Management Information System (LARMIS), which provides digital land title verification services to both citizens and government institutions. The system is central to transforming traditional land record management into a modern, efficient, and accessible platform.

To facilitate public access, e-Registration services are currently available at 27 People’s Service Centres (PSCs) across district headquarters, offering faster, more reliable land registration services. The Board of Revenue has already scaled up the e-Registration system, which is now active in 51 Sub-Registrar offices and has successfully processed over 100,000 documents and deeds as of July 2025.

The government has announced plans to expand the number of People’s Service Centres, further improving outreach and convenience for citizens. These services are powered by a robust modern IT infrastructure, anchored by a state-of-the-art Data Centre at Revenue House in Clifton, Karachi, which serves as the central repository for digitized land records.

To ensure continuity in the event of disruptions, a Disaster Recovery Centre (DRC) has also been established in Hyderabad, guaranteeing uninterrupted access and data protection.

The digitization journey began in 2010, starting with the scanning of old land records from 1985 to 2010, including Forms VII-A, VII-B, and Form II collected from all Mukhtiarkar offices. Since then, continuous scanning and indexing of post-2010 records at the Provincial Record Centre (PRC) in Hyderabad have ensured the system remains updated and accessible to the public.

In a move toward further digital innovation, the Board of Revenue Sindh is partnering with Sukkur IBA University to develop an “E-Transfer of Property System Sindh,” aimed at digitizing the property transfer process end-to-end.

This digital transformation marks a significant milestone in Sindh’s governance reforms, offering secure, transparent, and efficient land services while curbing corruption and reducing bureaucratic delays.
